Short answer
Heat pumps do work in Canberra, but only cold-climate models. The July mean minimum at Canberra Airport is 0.1°C. The ACT Government advises a zone 5 rated model with at least 65% energy saving that runs on the heat pump alone down to -5°C. ACT homeowners can borrow up to $20,000 (now 3% interest for most), and concession card holders can get 50% back up to $2,500.

"Do heat pump hot water systems work in Canberra?" is a question Google suggests as soon as you start typing. The ACT Government's own answer is yes, with the right model, and it has written a buyer guide to help. The ACT has also stopped new gas connections since December 2023.

Do heat pumps work in Canberra's winter?
The right ones do. Canberra Airport records a July mean minimum of 0.1°C (BoM), the coldest of any capital, and the CER puts Canberra (2600 to 2617) in zone 5, the coldest heat pump zone (CER postcode zones).
The ACT Government's heat pump buyer guide says (ACT Government):
- Choose "models rated for zone 5 climates with an energy saving of at least 65%".
- "Check that the system can operate on the heat pump alone down to -5°C".
- Heat pumps average a COP of 3 to 4, over 4 in summer, and "certain models suitable for Canberra's winter can still achieve a CoP of at least 2 in sub-zero temperatures".
- For the ACT loan, the model must be on the VEU register under "Water heater - Heat pump".
What help is available in Canberra?
- Sustainable Household Scheme: a loan of $2,000 to $20,000 over up to 10 years, now at 3% interest for most households, with no upfront fees. Previous participants and those who applied before 1 July 2026 have a lifetime cap of $15,000 (ACT Government).
- Home Energy Support Program: for concession card holders who own and live in their home, a rebate of 50% of the cost up to $2,500 for a heat pump, plus a zero-interest loan up to $10,000. Get pre-approval before accepting a quote (ACT Government).
- Federal STCs at the zone 5 figure for your model.

Do I have to get off gas in Canberra?
Not yet. New gas network connections have been prevented since 8 December 2023, but existing connections can stay (ACT Government). The ACT says the time to choose electric is when you next replace an appliance, that the gas network may start shutting down from the mid-2030s, and that it plans to stop using fossil fuel gas by 2045 (ACT Government).
Are there noise limits in Canberra?
Yes, and they are specific. In residential zones, noise measured at the property boundary must stay under 45 dB(A) from 7am to 10pm and 35 dB(A) from 10pm to 7am (Monday to Saturday; Sundays and public holidays start at 8am). Units in multi-unit complexes may face limits up to 5 dB(A) lower. The ACT EPA enforces these for hot water heat pumps (Access Canberra). Night-time operation near a boundary is the risk; a daytime timer helps. See the noise guide.
When should a Canberra heat pump run?
In the afternoon, where possible. Your Home says timing heating to warmer afternoon air improves efficiency (Your Home), which matters most in the coldest capital. A midday or afternoon timer also keeps you inside the daytime noise limit. Some models need continuous power to defrost, so check before using a restricted-hours tariff. See cold climates.
