Short answer
Hobart is a cold-climate heat pump city: the July mean minimum is 4.7°C, below the 5°C line energy.gov.au flags, and Hobart and Launceston are in heat pump zone 5. Choose a model that runs on the heat pump alone well below zero. Tasmania's zero-interest loan scheme closed in September 2025, so federal STCs are the main discount.

In Hobart, model choice matters more than anywhere except Canberra. A heat pump that suits Brisbanecan spend Hobart winter mornings running on its electric element, which costs far more. A good cold-climate unit keeps working efficiently through frosty nights.

Will a heat pump work in a Hobart winter?
Yes, if it is built for the cold. Ellerslie Road records a July mean minimum of 4.7°C and a summer mean maximum of just 21.8°C (BoM), so a Hobart heat pump spends much of the year in cool air. energy.gov.au warns "not all models are designed for cold locations where it regularly drops below 5°C in winter" (energy.gov.au).
What to look for:
- A stated operating range that goes well below zero on the heat pump alone. Several manufacturers state -10°C, and some lower (see the brand overview).
- A CO2 refrigerant model, which Renew says is common among heat pumps suited to sub-zero climates (Renew), or another model with a good efficiency curve in the cold.
- A high STC figure for zone 5 on the Clean Energy Regulator register.
- Frost protection and insulated pipes.
Should I choose a split system in Tasmania?
It is worth considering. Renew says a split lets the tank sit inside while the compressor is outside, "reducing heat losses from the tank in colder climates", and Your Home says the outdoor unit can be placed in a warmer spot (Your Home). In Hobart that means the stored hot water sits out of the weather. See all-in-one vs split.
What help is there in Tasmania?
The Energy Saver Loan Scheme offered 0% loans of $500 to $10,000 and closed on 1 September 2025 (ReCFIT). The state's energy efficiency page lists nothing to replace it for households (ReCFIT). What's left:
- Federal STCs at the zone 5 figure. See STCs explained.
- Discounted loans through the federal Household Energy Upgrades Fund (energy.gov.au).

When should a Hobart heat pump run?
In the middle of the day if you can. Your Home says timing water heating to the warmer afternoon improves efficiency, and in a cold climate that is the difference between the heat pump doing the work and the element doing it. If you have rooftop solar, a midday timer does both jobs at once. The federal review also warns some models need continuous power to defrost and "may not be able to make use of off-peak tariffs" (Decision RIS), so check before wiring a heat pump to a restricted-hours circuit.
